“The Philippines Officially Legitimize Bitcoin as Payment Method
Bankgko Sentral ng Pilipinas, hereinafter BSP, is officially regulating local Philippine Bitcoin exchanges as remittance companies and recognizing Bitcoin as a legitimate payment method.
Earlier this month, BSP Deputy Governor Nestor Espenilla announced the plans of the Philippine Central Bank to issue a proper regulatory framework for Bitcoin users, exchanges and companies. Espenilla emphasized the exponential growth of Bitcoin within the country, stating that monthly Bitcoin volumes increased from $1 mln to $6 mln a month in a year.
Guidelines for Virtual Currency (VC) Exchanges
Almost immediately after the announcement of Espenilla, the Central Bank of the Philippines released BSP Circular No.944 entitled “Guidelines for Virtual Currency (VC) Exchanges,” to provide clarity on the legality of Bitcoin exchanges.
In the document, BSP clarified that Bitcoin will still not be considered as an endorsement of the Philippine government nor a legal currency as it isn’t issued by the central bank. However, considering the benefits of Bitcoin as payment and remittance networks, BSP intends to regulate Bitcoin and Bitcoin startups as remittance companies.
As soon as the circular takes full effect within the next two weeks, Anti-Money Laundering (AML) and Know Your Customer (KYC) policies are set to be tightened for local Bitcoin exchanges and companies.
The circular read:
“The Bangko Sentral does not intend to endorse any VC, such as Bitcoin, as a currency since it is neither issued or guaranteed by a central bank nor backed by any commodity. Rather, the BSP aims to regulate VCs when used for delivery of financial services, particularly, for payments and remittances, which have a material impact on anti-money laundering (AML) and combating the financing of terrorism (CFT), consumer protection and financial stability.”
Growth of Bitcoin startups, relationship with regulators
Over the past two years, leading Bitcoin exchanges and service providers such as Coins.ph and Rebit.ph have maintained efficient and close relationships with BSP to ensure their operations are compliant with local regulations.
Coins.ph in particular collaborated with BSP to establish necessary AML and KYC systems for its operations. For high profile traders and investors, the Coins.ph legal team required the submission of licenses, government-issued IDs and face-to-face calls.
However, the new circular will create a more difficult environment and regulatory frameworks for companies like Coins.ph to deal with. Like New York’s BitLicense, Bitcoin exchanges and service providers will have to pay a registration fee and annual fee of $2,000. That is an initial fee of $2,000 and a recurring annual fee of another $2,000.
“A VC exchange shall obtain Certificate of Registration (COR) to operate as a remittance and transfer company […] The provisions of Subsec. 4511.N.2 on the issuance of Bangko Sentral COR, accreditation of remittance sub-agents, registration with the Anti-Money Laundering Council Secretariat and mandatory training shall also apply to VC exchanges. A VC exchange shall pay the registration and annual service fees as provided under Subsec. 4511N.8,” read the circular.
In other words, to be fully compliant with new regulations on Bitcoin, companies will have to apply for a license and be authorized to operate by the Central Bank of the Philippines.
For the long-term growth of the Bitcoin industry in the Philippines and mainstream adoption, the transparent and clarified regulatory framework for Bitcoin users and companies will ultimately be beneficial.”

SPORTARBITRAGE – MORE IMPROVEMENTS AND PLANS FOR THE FUTURE ANNOUNCED AND PAYZA ACCEPTED TO NON-APPROVED ACCOUNT
The regular weekly update from SportArbitrage (reviewed here) made me wonder if the admin was able to get his website approved to accept investments via Payza, like he boldly claimed there. Alas, for those who wish to make investments via Payza I would not recommend doing so, as there is no payment button available on the website, and you’re just required to send the funds to the program’s account manually. That just means that SportArbitrage risks having its Payza account blocked in the future and have all kinds of troubles coming their way, quite irresponsible behavior which I would not expect from a professional admin. Anyway, Payza should simply be ignored and I don’t know anyone from among my readers using LiteCoin , so these two payment processors announced in the email are of limited use. WEOLLEE – VIDEO INTRODUCTION ADDED, NEW INVESTMENT OPTION AVAILABLE, AND MORE FEATURES
There was quite a reshuffle of investment plans in Weollee over the last few days. Weollee (first reviewed here) still accepts investments starting from $10 via PerfectMoney, Payeer, BitCoin, and AdvCash and pays 1.5% daily “forever”, meaning one can withdraw his deposit (partially or fully) after a 24 hour lock-in period and get paid instantly. However another variation of the same investment plan that locks your deposit for 10 days instead of 1 day only has been launched too. It’s called “Turbo Neurons” and can be easily activated in your Weollee Telegram bot. You might remember that after clicking on Mission Start button on the main site you are re-directed to the program’s Telegram bot from which you may proceed with your investment. However, now once you invest in the unlimited in time plan, you will have an option of activating the increased 2% interest that will be credited to your Weollee account and will give you 5% extra profit by the end of the term, compared to the plan where you would have only earned 1.5% daily. So, in exchange for an extra 0.5% daily profit the admin locks your deposit in Weollee for ten calendar days, after which it will be released and you might be able to either withdraw the whole amount, reinvest it wholly or partially by activating “Turbo Neurons” feature in Weollee Telegram bot account, or just keep earning on the main 1.5% daily plan. Not even remotely popular as a payment system, but still more choice for an investor. This logic was probably taken into account by the admin of AgrarianBenefit who just announced NixMoney as the sixth payment processor accepted by the program for deposits starting from $10 with five others including PerfectMoney, Payeer, BitCoin, YandexMoney, and AdvCash. If you haven’t read my review of AgrarianBenefit posted here, let me remind you that the program offers instant payments on three investment plans – 5% for 30 days, 109% after 5 days, 10% every 5 days for 15 days + principal back.

Perhaps one of the most quirkily named programs around at the moment is WhyNot, however it also happens to be one of the most interesting. It’s another perpetual style program that pays most investors 3% interest per day for as long as the program survives, or 3.3% if you are a bigger spending player. You can join for $10 via PerfectMoney, Payeer, AdvCash, and BitCoin, and if you want any further info on how WhyNot works then refer to the original review published on MNO here. Anyway, there’s been a couple of recent updates focusing on growth and promotion in WhyNot. The first involves their so called “weekly marathon”, more aimed at stronger promoters than anything else I imagine, but everyone is free to participate. This was basically a promotional push where existing members were encouraged to try and build a downline by bringing in other investors spending a collective total of $300 between them. It didn’t matter how many individuals you managed to bring in, it’s how much they are spending that gets you a reward. So, in addition to any referral commissions that WhyNot would have paid you anyway, you may now claim an extra bonus payment if your collective downline spent $300 between them.
The second update from WhyNot sees the admin in an altogether more altruistic mood. In order to celebrate reaching 2000 members some time back it seems everyone who was already part of the program gets to share in the achievement. WhyNot are adding a retrospective 5% bonus to all deposits, but only if you already had an active investment with them on or before the first day of February. I can’t really say how many people will benefit from this cash windfall as WhyNot was only online for about three weeks or so prior to that date, and the more serious expansion only started when it came for listing on MNO. One of the most interesting and unique shorter/mid term programs to come my way on MNO in recent weeks has to be CoinTransfer (reviewed here). I can’t say I remember any other program offering a plan quite like this one anyway, where after joining for a $5 minimum the members get paid 2.1% interest every day for the following 21 days, and principal back on expiry. What’s so strange about that you may ask? Well, the CoinTransfer admin only guarantees 2.1% as a daily minimum, as when things go a little better for the program the rate might improve. Not by much mind, but every extra dollar can make a huge difference to some people. CoinTransfer have made several improvements since first coming online, including expanding the list of payment processors to include PerfectMoney, Payeer, AdvCash, NixMoney, and BitCoin where payments should all be instant. Another important improvement made just this week has been the addition of live telephone operators. Although the actual news announcement itself does not actually contain the phone number, you can find it on the CoinTransfer website. The service is available for sixteen hours per day, and if it’s a service you appreciate then feel free to take full advantage because that’s what it’s there for – to serve CoinTransfer investors. That’s been more than enough time to make a good solid profit from most plans in Razzleton, and that was enough to propel the program to the current #3 position on the MNO Premium List. The program accepts deposits from just a $10 minimum to a whole host of payment methods including PerfectMoney, Neteller, Payeer, AdvCash, NixMoney, YandexMoney, Qiwi, and BitCoin. Quite an impressive list but it’s definitely BitCoin that has been the biggest phenomenon in the HYIP industry in recent times, arguably even its savior since LibertyReserve closed. It’s already the number one preferred payment method with a lot of HYIP players, and Razzleton are simply acknowledging that fact with their latest news update. In a brief news update for members earlier, the admin of TradeexPro explains a slight change to the automatic payout delay. Why exactly this is an improvement over the previous system of instant payments isn’t really explained, but from now on the customers of TradeexPro who are making a withdrawal from the program’s 1% to 5% per day for 365 calendar days plan will experience a slight delay. This might be anything from a matter of seconds to a full two minutes, which is only barely long enough to say it isn’t instant anymore. This will certainly help the program because it’s one of the most unusual and perhaps hard to understand investment plans you will find anywhere in the industry right now, so making it easier to read and come to terms with for people whose first language isn’t English can’t hurt anyway. Another new name on the MNO monitor which hasn’t been reviewed yet, possibly even my favorite name for a HYIP ever, is TeaHouse. I mean with a slogan like “have some tea, make some money” what’s not to like? The program has plans of 5.7% for 18 hours, 102.5%-120% after 1 day, 114%-220% after 5 days, 1000% after 10 days, 145%-700% after 15 days, 210%-1500% after 30 days, 400%-2500% after 45 days, and 800%-7000% after 70 days. Your payment options include PerfectMoney, Payeer, AdvCash, and BitCoin. A lot of these can safely be avoided, read the upcoming review on MNO to know why, but in the meantime the program’s terms&conditions have been altered. It’s quite a minor rule change really, and will only affect the very smallest investors. Anyway, from now on the minimum withdrawal that investors can make using BitCoin goes up to $0.30. All other payment systems and the amount remains $0.10. Deposits in TeaHouse open with $10 minimum, and the latest rule changes are explained in the news story below:

MACAOLOTTO – RUSSIAN TRANSLATION ADDED AND LOTTERY TIX
One program that’s been struggling to attract new investors has been MacaoLotto, partially I am sure because it’s unnecessarily complicated. I’m guessing therefore that would at least be one reason for translating the website into Russian. Different language versions of your website seems to be quite the trendy concept in the HYIP industry at the moment, of which I have no doubt the administration team behind MacaoLotto are hoping opens their program up to a much wider audience. You can read the full review of MacaoLotto on MNO here and see if you think this will help. As you can see, joining MacaoLotto which only cost you a $10 minimum will put you into a plan paying variable rates of 0%-6% daily for the first 50 days, then 0.25%-1.5% daily for the rest of the 2-year term should you wish to participate. The other item covered in the news update for MacaoLotto involves the selling of lottery tickets from stalls in Macao, though I can’t say for sure what, if any, interest or practical use this will be to regular members.
